How to Apply to the Designated Emphasis in Development Engineering (DevEng DE)

For current Berkeley PhD students interested in pursuing the Designated Emphasis in Development Engineering, please apply through this link. 

Admissions are reviewed on a rolling basis by the DevEng Faculty Advisors throughout the academic year. Students are encouraged to apply early in their doctoral studies to gain the full benefit of the interdisciplinary training and community offered through the program.

Step 1: Initial Consultation

Before applying, all interested PhD students must schedule a consultation meeting with the DevEng Director, Dr. Yael Perez. This meeting is required prior to submitting an application.

The meeting is an opportunity to assess mutual fit—both for you to determine whether the DE aligns with your academic goals, and for the program to ensure your proposed direction is a good match with its interdisciplinary focus. During the meeting you can expect to:

  • Discuss your research interests and how they align with the goals of Development Engineering.
  • Review the structure and requirements of the DE, including coursework, advising, and participation expectations.
  • Get guidance on elective selection and how the DE can be integrated into your doctoral program.
  • Ask questions about how the DE might support your academic and professional goals.
  • Confirm eligibility and next steps for submitting a complete application.

Step 2: Submit Application

Following the consultation, students may complete and submit the official application form. The application includes:

  • A 500-word statement outlining your research interests and any relevant academic or professional background in development economics or development engineering.
  • A proposed list of courses you plan to take to fulfill the elective requirement. Details and examples of qualifying electives can be found here.

Step 3: Letter of Recommendation

A letter of recommendation from either a member of the Development Engineering faculty graduate group, or your graduate advisor must be submitted directly to dev.eng@berkeley.edu. The letter should demonstrate the faculty member’s support for your participation in the DE and speak to your preparedness, motivation, and alignment with the goals of the DevEng program. It does not need to be lengthy but should be specific and relevant. Your application cannot be approved until the letter is received.
